INTERNATIONAL WIND BAND CONTEST
“CITY OF VALENCIA” 2010
RULES AND PROCEDURES 2010
ONE.- The International Band Contest will be held on June 30 and July 1, 2010 at the Palau de la Música (Concert Hall), and on July 2 and 3 at the Plaza de Toros (Bullring) in Valencia. The different categories will perform in the following order:
Division Three: Wednesday, June 30, 2010.
Division Two: Thursday, July 1, 2010.
Division One: Friday, July 2, 2010.
Honorary Division: Saturday, July 3, 2010.
The Organizing Committee, together with the collaboration of the institutions involved in its composition, is the management, administration, and co-ordination agency for every aspect of the Contest. This Organizing Committee may require the assistance of a Technical Committee and will be aided by a Control Commission, as stipulated in these rules and procedures.
TWO.- All bands taking part in the Contest will be divided into categories according to the terms established in clause four of these rules.
In order to constitute a category, there must be at least two bands competing in it. The mere enrolment of a band does not imply definite participation. Should only one band enroll in a category within the stipulated enrolment period, this band will be invited to participate either in the preceding or subsequent category as appropriate. If there is only one band left in a category due to the withdrawal of the other bands, this category will be cancelled for competition purposes, although the remaining band will be offered the chance to participate as a guest band or to withdraw from the contest without penalty.
THREE.- The number of Spanish and foreign amateur bands that may participate is as follows:
Honorary Division: 3 bands maximum.
Division One: 4 bands maximum.
Division Two: 6 bands maximum.
Division Three: 6 bands maximum.
Three places in each of the Divisions Three and Two will be reserved for foreign bands or Spanish bands from outside the Autonomous Region of Valencia. One place will be reserved for a foreign band, and another for a Spanish band from outside of the Autonomous Region of Valencia in both Division One and the Honorary Division. Places not filled by foreign and Spanish bands will be filled by bands from the Autonomous Region of Valencia.
Bands belonging to Conservatories and professional Music Academies, or bands formed for the sole purpose of taking part in the Contest, are not allowed to participate.
FOUR.- The number of musicians within each participating band should be as follows:
Honorary Division: between 111 and 150 musicians (including 5 guest performers), including up to a maximum of 16 bowed-string instrumentalists.
Division One: between 81 and 110 musicians (including 5 guest performers), including up to a maximum of 12 bowed-string instrumentalists.
Division Two: between 51 and 80 musicians (including 5 guest performers), including up to a maximum of 8 bowed-string instrumentalists.
Division Three: between 40 and 50 musicians (including 5 guest performers), including up to a maximum of 6 bowed-string instrumentalists.
Musicians are not allowed to play in two bands that are enrolled in the same category.
FIVE.- The order of performance of the participating bands will be decided by public draw. Before the official competition, each band will play a Paso Doble (a maximum of four minutes in length) on stage. Then, as part of the competition, each band must perform a compulsory piece chosen by the Organizing Committee, and a free-choice piece. Bands must first perform the compulsory piece and then the free-choice piece. The City Council does not assume responsibility for any legal matter that might arise as a result of the use made by the participating bands of the free-choice pieces.
The length of the free-choice piece must be as follows:
Honorary Division: between 18 and 27 minutes.
Division One: between 14 and 22 minutes.
Division Two: between 11 and 18 minutes.
Division Three: between 9 and 15 minutes.
If the total length of the aforementioned performances exceeds or falls short of the total time permitted, the band will be penalized by the Organizing Committee by the deduction from their jury score of four points per minute/fraction.
SIX.- The stage and installations to be used during the Contest will be exactly the same for all bands participating in the same category. The installation will be the sole responsibility of the Organizing Committee, and no changes can be made to it without the Committee’s authorization.
SEVEN.- The jury will be made up of five people from the music world, both Spaniards and foreigners.
The Federación de Sociedades Musicales de la Comunidad Valenciana (Federation of Musical Societies for the Autonomous Region of Valencia) will appoint a committee of music experts which, after studying the candidates’ qualifications and suitability as jurors, will choose a list of at least 20 musicians with a solid musical reputation.
Once chosen, the Federation of Musical Societies for the Autonomous Region of Valencia will present this list of candidates to the Contest Organizers.
Before a notary and audience, the Contest Organizers will draw up a list of candidates for the jury by means of a draw and in order of precedence. The Organizers will select two members of the Contest jury by choosing the candidates from this list in numerical order.
Should a juror be related to any of the bands participating in the competition, either by birth, circumstance, motives and/or interest, they will be eliminated from the jury at the suggestion of the Federation of Musical Societies. The following person on the candidate list will then take their place on the jury, and so on.
Two foreign jurors will be appointed by the Organizing Committee from among musicians of great prestige, proposed by the Valencian Institute of Music of the Regional Council.
Valencia City Council will appoint a fifth juror to complete the jury; preferably a foreigner with an illustrious career and international prestige.
EIGHT.- Valencia City Council and the Valencia Provincial Council will give the bands participating in the competition the following financial grants:
Honorary Division: €6,000
Division One: €5,000
Division Two: €4,000
Division Three: €3,500
The Organizing Committee will also establish the period of stay that the Organizers will pay for, and which will vary according to the distance the bands have travelled from their place of origin.
NINE.- Within each category, the bands awarded the highest number of points will be given an amount of money as the First, Second and Third prize.
Each member of the jury, in their own name, will give every participating band a score from 0 to 10 points, with half points allowed, for both the compulsory and free-choice piece and for each of the following aspects of the performances: tuning, sonority, interpretation, and technique.
The final score will be the total of all the individual scores for each of the pieces performed, and will determine the corresponding prizes.
If the jury awards one of the prizes “ex aequo”, the prize will be shared amongst the winning bands.
TEN.- The jury’s decision will be announced by a notary appointed to that effect, when all the bands in each category have finished their performances, and will be ratified by the Local Governing Body through a resolution outlining the reasons for the decision. This agreement may be appealed against according to the provisions made in the regulations that govern the administrative procedure.
Once all the performances in each category have finished, the results and the details of the votes of each member of the jury will be published on www.cibm-valencia.com.
ELEVEN.- The bands that win First, Second and Third prize will be awarded the following amounts of money. The values expressed below are net of taxes or any other relevant legal deductions:

The Conductor and President of participating bands are obliged to go up onto the stage to receive any prizes won. Bands whose representatives do not go up on stage to receive their prizes will only receive 50% of the cash prize won.
TWELVE.- The enrolment period will be from January 11 to 22, 2010 (inclusive).
An official application must be addressed to the Mayoress of Valencia City Council, and submitted at the Town Hall General Register Office or at any of the Registries or Offices stipulated in Article 38 of the Law 30/92 of November 26, amended by the Law 4/1999 (R.J.A.P. and P.A.C.).
Nevertheless, applications can also be made directly to the Servicio de Fiestas y Cultura Popular (Department of Festivals and Popular Culture) during the enrolment period, from 8:00 to 15:00 hours, Monday to Friday. Applications can also be made using the online form on the website www.cibm-valencia.com Applications must be confirmed following the instructions outlined below.
Confirmation of applications that are submitted at post offices, at any of the above-mentioned Registries or by internet, must be confirmed immediately by sending a copy of said application to the Servicio de Fiestas y Cultura Popular by fax, using the fax number given in these rules and procedures, in order to avoid any problems that may be caused by late receipt of the application.
In the application forms, along with the content established in Article 70 of the above-mentioned Law 30/1992, bands should specify their chosen category, the title of their free-choice piece, its length, composer and, where appropriate, the transcriber. They should also indicate the title of the Paso Doble to be played. Applications must be accompanied by a recent photograph and a history of the Band that focuses on the last ten years (including details such as participation in competitions or contests, prizes won, recordings made, festivals they have taken part in, etc.) and a biography of the Conductor.
During the enrolment stage, information on the compulsory piece to be performed by each category, as well as further information about the Contest, will be available to all bands at the Fonoteca Municipal (Municipal Audio Archive).
THIRTEEN.- If the number of bands applying to take part in the Contest in any one category exceeds the quota established in these conditions, the participating bands will be chosen by draw at the Town Hall of Valencia at 19.30 hours on February 4, 2010.
During the same meeting, the order of performance will be decided by draw and the compulsory-piece scores will also be handed out.
Bands excluded by draw from the Contest may participate in the event the following year by reserving a place in the appropriate category. Should more than one band be excluded from the same category, the band which receives the available place will be decided by draw.
The bands who have won prizes in the different categories of the Kerkrade WMC have the right to qualify immediately to participate in the Contest until another edition of the WMC is held.
The Band that wins First Prize in the Honorary Division in one edition of the Contest cannot take part in the Contest during the next two years.
Bands that, once enrolled and included in the draw, do not participate in the competition, except in cases where there is a serious and justified reason understood by the Organizing Committee, will be banned from taking part in the Contest for a period of three consecutive years.
FOURTEEN.- The Committee will adopt appropriate measures to provide information, and send and receive the equipment of both the Spanish and foreign bands taking part in the Contest.
Participating bands should send to the Servicio de Fiestas y Cultura Popular del Ayuntamiento de Valencia (Department of Festivals and Popular Culture, Valencia City Council), five originals copies of their free-choice score, history of the Band and Conductor’s CV (each one should be a maximum of 300 words in length). They should also send a completed copy of the authorization form granting Valencia City Council permission to broadcast or make use of the performances given by the Music Group in the Contest. Participating bands should also send the standardized “account details” form (47-119), filled in correctly, along with a photocopy of the band’s tax code details (or equivalent documentation in the case of foreign bands), indicating the bank account to which the band’s financial grant and, where appropriate, the prize obtained is to be transferred.
Bands have until March 4, 2010 to present all these documents. Once printing of the programs is underway, no further documents will be admitted, and the band in question will be responsible for their non-publication.
FIFTEEN.- The following points regulate the activities of the participating bands' members:
1.- A Control Commission will be set up that will be made up of members the Federación de Sociedades Musicales de la Comunidad Valenciana appointed by the Valencia City Council, and one delegate from each participating band.
The Control Commission will be the body in charge of the control and supervision of the composition of the participating bands. For this purpose, the Control Commission will be empowered to adopt all measures necessary in order to carry out investigation, supervision, and control tasks, and to request and obtain any documents they deem necessary from the participating bands.
The Control Commission will provide the Organizing Committee with a report concerning the status of the participating bands and any incidents involving them that should occur.
2.- Each band must perform with its own musicians and cannot supplement its numbers with musicians from other musical groups, other than the guest musicians permitted in these rules. The basic criterion for band membership is that the musician is an authentic and effective member of the band. This basic criterion will be interpreted according to the Band Member Rules of the Federación de Sociedades Musicales de la Comunidad Valenciana.
In order to prove the authenticity of membership, the following measures will be taken:
2.1. Bands that form part of the Federación de Sociedades Musicales de la Comunidad Valenciana must present their membership card or any other accreditation document.
2.2.- Bands that do not belong to the Autonomous Region of Valencia must send with their application a certified list of the musicians (indicating their name and I.D. card/passport number), issued by the band’s secretary along with the president’s approval, which shows the musician’s effective membership in the band, their place and date of birth and current address.
Musicians who change Musical Association will not be allowed to take part in contests with the new group until one complete calendar year has passed since the end of the calendar year in which they last performed with the previous band.
2.3.- Foreign bands must send a list of the musicians that make up the band (indicating the name, place of birth, passport number and instrument of each member), to Valencia City Council together with their application.
3. All bands should arrive in Valencia on the day of their performance in good time, according to the Organizers' schedule.
Bands that are not in the Contest venue at the time of their performance will be automatically eliminated from the competition.
SIXTEEN.- The Organizing Committee will take all steps necessary to ensure that the Contest takes place as planned, reserving the right to modify the dates and/or venues stated in the first clause of these rules and procedures due to problems of security or traffic or caused by other events being held in the city. Should a performance have to be postponed or interrupted (by just cause only), the Committee will arrange a performance at a later date.
Bands, whose members disturb the proceedings of the Contest or who do not accept the decisions made by the Organizing Committee, once they have been proved responsible, may be penalized by the Organizing Committee by being banned from taking part in the Contest for a period of five to ten years.
In the case of the President’s absence or illness, he will appoint the person who is to take over his organizational responsibilities.
Enrolment in the Contest implies the complete acceptance of these rules and procedures.
All decisions made by the Organizing Committee in the execution and development of the present rules and procedures are irrevocable. Likewise, all questions that are not provided for in these rules and procedures will be resolved irrevocably by the Organizing Committee.
The headquarters of the Organizing Committee will be the Festivals and Popular Culture Department of Valencia City Council.
SEVENTEEN.- This Contest will be publicized in various communications and on the official Contest website www.cibm-valencia.com. A Contest program will also be published.
